Obviously, it is the goal of every Agency to be 100% compliant with FDCC specifications. However, OMB and NIST understand that 100% compliance will be an impossible achievement for most agencies and have made provision for exceptions. The problem now is to create policies, test them, determine valid exceptions and then create and maintain a myriad of new policies to handle those exceptions.
