Operationalizing AI Across the DOW
This year, the DOW has made official its priority to advance its AI dominance across all branch services by “becoming an AI-First warfighting force.” AI technologies such as machine learning, natural language processing, and computer AI-vision are being integrated into military operations to improve decision-making, enhance efficiency, and increase autonomous capabilities. Most revealing, however, are the DoW’s budget requests for AI investment, setting the trend for implementation.
The DOW’s FY26 appropriated budget allocated $13.4B to autonomy and AI systems, including $9.4B for unmanned aerial vehicles, $1.7B for maritime autonomous systems and predictive maintenance, and $1.2B for cross-domain integration. For FY27, the DOW proposal also allocates $58.5B for AI and joint command and control (JADC2) capabilities, of which $46B is earmarked for building an enterprise AI arsenal, $6.8B for Operational AI integration and $2.2B for AI research and development. A significant investment in autonomous systems includes $54.0B for autonomous and remotely operated systems that are heavily AI-enabled. These allocations signal a dramatic increase in the military use of AI in both operations and tactical warfare. In the following sections, I’ll touch on specific use cases these investments are likely to drive, especially as FY27 priorities take shape.
Operational AI
The DOW is prioritizing shifting from experimental use of AI to operational use. This reflects the most significant AI trend seen this year for the department, where programs will increasingly require AI-enabled functionality as a baseline capability to align with the “AI-First” strategy. For vendors and partners, this means the opportunity is shifting beyond pilots and proofs of concept toward offering AI solutions that can integrate with enterprise operations and mission systems, scale securely and deliver measurable operational value.
Sovereign AI
With a massive $46B investment planned for FY27 in AI arsenal, IT companies can expect to see military-owned AI supercomputing capacity, AI-hardened data centers, defense-specific AI cloud infrastructure, and AI computing available from strategic headquarters to the tactical edge. IT companies offering solutions in AI infrastructure, accelerators/GPU, data-center modernization, AI cloud services, Edge AI computing and model hosting platforms are well-positioned for upcoming opportunities with the DOW. The department’s AI ambitions will depend on the compute, data, hosting and edge environments that enable models to run reliably in mission settings.
Generative AI Adoption
Generative AI has gained significant growth within the DOW as well. When GenAI.mil was launched in December 2025, a solid adoption was seen within the military enterprise by mid-2026, with reported increased productivity and AI buy-in among over 1.7 million service members. This adoption has provided the Defense workforce with access to leading commercial AI models, demonstrating how AI is embedded into daily operations, decision-making, knowledge management, and administrative workflow for the military. For vendors and partners, GenAI.mil signals growing comfort with commercial AI tools across the workforce, creating openings for secure productivity, workflow, data governance, model management and mission-tailored AI applications.
AI for Command and Control (CJADC2)
AI is becoming an essential technology for the DOW’s command-and-control framework (CJADC2) to fuse data, accelerate decision-making and connect sensors to shooters across domains. With increased efficiency and effectiveness, AI continues to be a prominent theme for enabling faster military decisions and coordination than human-only processes. Budgeted with $2.3B for the Maven Smart Systems (MSS) and Joint Fires Network (JFN) for FY27, IT companies should explore opportunities to support and align with this key military initiative; essential solutions that improve interoperability, data fusion, real-time analytics and decision support can help the department close the gap between information collection and operational action.
AI-Powered Decision Advantage
With a critical amount of data to be processed for the DOW’s operations, AI integration is a priority for the department in FY27 to support decision-making. A budget of $6.8B is slated for AI integration in 2027 and will present opportunities for IT companies that can excel in AI-ready data, analysis, automation, communication, monitoring, sensing and operational planning. For vendors and partners, the message is to frame AI offerings around decision advantage: helping users move faster from data discovery to insights, recommendations and action.
AI-Enabled Autonomous Systems
The DOW has also seen massive investment in autonomy systems in FY26 and FY27, pointing to the importance of AI-driven systems as a major warfighting capability. AI enables robotic systems, drones, swarm orchestration, autonomous maritime platforms and Collaborative Combat aircraft to function with reduced human intervention. IT companies will have a competitive edge when offering autonomous systems that can operate in contested conditions, integrate with existing platforms, and meet safety and security assessments without slowing fielding. Autonomy programs will require more than platforms alone; they will need trusted AI, secure communications, resilient edge processing, testing frameworks and integration support.
AI in Cyber Operations
The DOW is also allocating $20.5B for FY27 Cyberspace activities, including AI-enabled cyber capabilities. Security is critical to the department’s operations and warfighting activities, and the budget specifically identifies AI as an essential technology to assist in threat hunting, cyber defense, vulnerability assessment and defending against adversary AI use. Demonstrating how your AI solutions can effectively help the Department achieve those goals at scale to gain traction is imperative. This means treating AI not only as an innovation tool but also as a cybersecurity amplifier that can improve speed, visibility, detection and response across the Department’s complex environments and infrastructure.
AI in Advancing Healthcare and Biodefense Missions
The FY27 budget request of $42.5B for the Defense Health Agency suggests greater use of AI in bio-surveillance, clinical decision-making, injury recovery guidance, telehealth and medical documentation to support the DOW. Here, AI is viewed as a force multiplier that can accelerate healthcare delivery, medical readiness, and biodefense analysis. For vendors and partners, these mission areas call for secure health data platforms, compliant AI tools, analytics, automation and decision-support technologies that can improve readiness while meeting strict privacy and security requirements. Success in selling AI to the DOW will depend on how rapidly IT companies can field technology to solve enterprise challenges and how well they can integrate their commercial AI solutions with the Department’s systems and missions. As FY27 priorities demonstrate, AI is no longer a supporting technology for the DOW; it is becoming a core enabler of operational advantage, autonomy, cyber resilience, command and control, healthcare readiness and faster decision-making across the force.
