How SLED Technology Procurement is Evolving

In FY27, state and local governments are navigating a complex technology environment amid changes in policy, the accelerated adoption of emerging tech, and the rapid growth of digital services and citizen expectations. Cloud adoption continues to impact technology consumption; AI is introducing challenges around data, security, governance and contracting; and agencies are facing mounting pressures to modernize aging systems while becoming more efficient and generating measurable long-term ROI. For industry, growth in the SLED market depends on more than simply understanding what agencies want to buy and where the technology dollars are flowing. Success now largely depends on having a deep understanding of how agencies buy technology, including their preferred contract vehicles, purchasing strategies and key partnerships agencies are leveraging to get there.

SLED procurement is increasingly moving toward larger, more consolidated purchasing vehicles, and this can be seen through growing use of cooperative purchasing agreements, statewide contracts and master agreements, purchasing consolidation, and broader contracts that grant access to a wider range of technology tools and services.

For industry, contract accessibility is becoming a key element of go-to-market strategy.  Success isn’t just about having the right solution; it’s about having a practical path to purchase it. 

Agencies are Looking Beyond Individual Products

Over the last few years, SLED purchasing trends suggest that agencies are issuing fewer solicitations but spending more on each procurement. This is due in part to the more interconnected nature of technology that the public sector is purchasing. For example, a statewide modernization initiative in FY27 may now require a wide array of technologies such as cybersecurity, networking, cloud infrastructure, data management and professional services. An AI project may include components of governance, storage, security, and integration with existing systems and subsequently present downstream requirements for additional technologies.

For industry, this shift generates more opportunities for those that can bridge gaps in the technology ecosystem while focusing on the broader strategy and outcome an agency is hoping to achieve.

A Changing Fiscal Environment is Shaping Procurement Decisions

In FY27, SLED budgets are generally tighter than they have been over the last several years. Pandemic-era funding has largely expired, revenue growth is slowing in many states, and agencies are facing pressure to deliver more services with limited resources.

For SLED agencies, it’s not necessarily about spending more, it’s about spending smarter; and the primary focus is on efficiency, automation, system consolidation, workforce support, enhanced service delivery, risk reduction and demonstrable value. Technology investments are now expected to solve operational challenges, not just modernize infrastructure.

For industry, total cost of ownership and measurable ROI are increasingly becoming key aspects of the public-sector value proposition.

AI’s Impact on Traditional Procurement

Over the last couple of years, we’ve seen state and local governments move from AI pilots to production environments. The conversation has shifted from “if we should use AI” to “how can we operationalize AI responsibly and at scale.” In FY27, SLED governments want access to rapidly evolving AI capabilities while managing concerns around cybersecurity, privacy, transparency, and responsible use.  

As we continue to see accelerated adoption of AI across SLED, procurement requirements will likely focus heavily on how data is used and stored, what security controls are in place, and how vendors are managing emerging risks. AI procurement may also move past being solely an IT consideration to being more strategic and widening the stakeholder landscape to include legal teams, cybersecurity leaders, data leaders, procurement officials, and agency executives (who may all have a role in evaluating solutions).

For industry, it will be important to maintain an understanding of and develop key relationships with this larger group of stakeholders, while staying ready to respond to a wider array of critical questions and concerns.

What This Means for Industry

In today’s environment, winning in SLED demands more than simply identifying a budget and responding to an RFP. 

IT companies should be positioning the procurement process earlier, and as a central aspect of the sales cycle. Success depends on clearly understanding customers’ preferred purchasing strategies, building relationships with those that have public-sector contract access, and demonstrating measurable value of solutions.

The opportunity isn’t just to sell technology into the SLED market; it’s to make modernization easier to buy, easier to implement, and easier to justify.
